I haven't seen this type of poll before, and it took me a while to figure out that the checklist wasn't part of the system except to keep track of how many we'd chosen. And I didn't try to choose the same item for two different months; and it wasn't clear whether or not that was allowed, and if so whether it would count once or twice toward the overall total of seven.

I think you are conflating two things. The list at the top is options to vote for as April themes. The three boxes at the bottom are to make suggestions for topics for the voting lists for May, June, and July. So you can look at, say, the February poll, and see that the first three entries on this poll came from the three suggestions from the April answers there.
