Uh oh. He's found a management book. I wonder if he has enough context of the people he's trying to manage to actually do it effectively. (I still have bad memories of the Internet boom, where companies were snapping up shiny new MBAs who had zero real-world experience, putting them in charge of Internet nerds, and wondering why things went to hell...)
