Noise and inexplicable machinery can certainly be special effects and baffle the scientists with nonsense, but swaths of damage, precision-targeted baseball-sized holes, and bunker-busters all sound like they have real weapons behind them -- more explicable and thus predictable and counterable ones, perhaps.

We fight wars (and propaganize) with special effects, too. Neither Potemkin villages nor psychological Warfare nor dazzle camouflage is quite what I was thinking of -- possibly I'll find that misplaced thought and be back with more links.
