Honestly, part of what exasperates me about the purely decorative makes-no-sense-with-anything-else-in-the-outfit use of goggles is that there are so many perfectly good and reasonable applications!
Does the steampunk character in question frequently do things that require eye protection in any way?

Chemical splashes, bright lights, wind, exposure to the elements, airborne particulate matter. Practically any primary pastime that involves making things or lots of outdoors time can benefit perfectly well with goggles.
BUT NO. They put them on fancy top-hats worn by aristocratic dilettantes wearing too many accessories.
