If you have a paid, premium paid, or seed account, you may purchase additional icon slots, per icon, in the Dreamwidth Shop. The icon slots do not expire as long as your paid account is active. If you revert to a free account, the icon slots are disabled until your account becomes paid again. Each extra icon slot you purchase costs 10 points ($1.00 USD).
Since I see you have 122 on a paid account, I'd assume someone must've bought you some extras?
The Last Activity on the icon FAQ entry was January 10th, 2013 (by misskat) but there's nothing in the dw_news forum about any default icon total changes from around that date.
I don't recall anyone ever buying me extras, although I suppose I could be mistaken. I'd read the FAQ - it just didn't mesh with what I recalled seeing before I let my account expire for a couple days.
An expired account will only have the default 15 accessable. When you resubscribe, you'll get back the paid default 100, plus any purchased extras. I can only see the number of slots in use.
If you go here it should say how many solts in total (inc. unused) you have available.

I took a look and it appears icon slots can be purchased for other people just like any other paid extras or services.
Also, I poked at the internet and there haven't been any icon limit increases since the current ones were established in 2009, so I dunno! Curious~ Do you think it might've had something to do with porting icons from LJ in the past?
I don't know if Dreamwidth works this way, but I know that Livejournal rewards you with extra icon slots for being a paid user. They slowly accumulate over the years if you keep paying for your account. So perhaps DW does something similar?
